# 02 — Audience + the two messages (early-adopter & value-buyer)

Stephen's directive (2026-07-14, verbatim): *"the site will have both an early adopter message and a
value buyer. the audience is our existing the alerting and pio agencies in the same juristictions as our
fire agency customers. usually county level emergency or state management. it is also our existing fire
agencies for internal use with their crews."*

This mirrors the [video-to-brochure](https://redfish.acequia.io/guerin/.agents/7b37619b-1e62-4651-b39e-c170e055e181/about.md)
"same fact written twice" projection — the M-DAS case shipped a **visionary edition** and a **pragmatist
edition** off one video (Rogers/Moore diffusion: identity to the visionary, ROI to the pragmatist). Here,
one alert.live video content → **two messages** on one site.

## Who we're selling to (two audiences, adjacent to our fire base)
1. **Alerting + PIO agencies** — Public Information Officers and alerting authorities in the **same
   jurisdictions as our existing fire-agency customers**: usually **county-level emergency management** or
   **state management**. They own the public warning + the public operating picture. alert.live gives them
   *georectified reality* to push into alerts (a map link centered on the citizen, a real camera view, an
   annotated layer) instead of text-only warnings.
2. **Existing fire agencies — internal use with their crews.** Our current customers, now using alert.live
   **internally**: their own crews on the line feeding the operating picture, IC/overhead seeing it live.
   Land-and-expand from the seats we already hold.

## The two messages (one site, both editions)

### A · Early-adopter (visionary) — "author the operating picture"
- **Frame:** realtime.earth's big idea — *every camera, phone, and sensor becomes one shared, georeferenced
  operating picture.* You don't wait for the picture; you **author** it, live, from the ground.
- **Emotional pull:** be the agency that sees first and shares truth first; interoperability, 2D↔3D,
  private→group→public layers; the future of the common operating picture.
- **Proof:** the Senate Expo (#1), the interoperability partners (#4), the vision framing.
- **Reads as:** identity + mission for the innovator PIO / forward-leaning EM.

### B · Value-buyer (pragmatist) — "end the first-three-hours blind spot"
- **Frame:** the concrete, provable ROI — *stop being blind for the first three hours of an ignition.*
  Reality capture from the people already on scene; fewer bad early decisions; faster, truer public alerts.
- **Emotional pull:** risk reduction, defensible decisions, lives + property + liability; it works on the
  phones and cameras you already have; it fits your existing fire contract (land-and-expand, renewal).
- **Proof:** Maria Fire (#2), Adams (#3), LNU Lightning starts (#5) — real incidents, real capture.
- **Reads as:** a tool that pays for itself for the county EM / state / fire ops buyer.

## How the site should carry both (design brief for Debbie)
- Not two sites — **one site, two lenses.** Options to explore: a visible **audience toggle** (early-adopter ↔
  value-buyer) that re-skins the hero copy; OR a single scroll that **opens visionary and lands pragmatist**
  (vision hero → "first three hours" proof → the tool); OR paired columns. Debbie's fan should diverge on this.
- Keep the **imagery-intel fusion / social-first** lens (Debbie's charter, [c4a8e2f1](https://redfish.acequia.io/guerin/.agents/c4a8e2f1-7b6d-4e93-a5c2-8f1d3b0e9a47/about.md)):
  pre/during/post incident, **community AND responders**, sharing-links, presence.
- Audience CTA differs by edition: early-adopter → "join the pilot / see the vision"; value-buyer →
  "put it on your next incident / talk to us" (and, for fire customers, "turn it on for your crews").
