# 00 — alert.live new-site-messaging: the citizen-first revision

## 1. The one-breath thesis

The pivot: alert.live v0.1 spoke to buyers about citizens; v0.2 speaks to citizens first, and lets the agencies overhear. The site's spine stays "you're blind for the first three hours" — but the answer to the blindness is no longer a product the agency deploys, it's a public the agency joins. Three doors, one picture: **the citizen who sees first, the crew who needs to see, the coordinator who connects them without collecting them.**

One breath: *Every fire is seen by someone before it is seen by the system. alert.live is how what you see becomes what everyone knows, while it still matters.*

## 2. Per-tab messaging

Structural spec: the site-level hero above the tabs keeps the ratified hook (§3). The v0.1 two-way toggle becomes a **three-tab toggle**; each tab morphs hero copy, accent, CTA, and featured video (morph, never cut — same mechanism as v0.1). Proposed default tab: **Citizens** (this IS the citizen-emphasis pivot; flagged §6.2 for Stephen's confirmation).

### Tab 1 — Citizens (proposed default; accent: green)

**Tab label:** `Citizens & communities`

**Hero line (COPY):**
> **You are the first to see it.**

**Subhead (COPY):**
> Every fire is watched within minutes. By a hiker, a driver, a neighbor on a porch. What's missing is the loop that turns all that seeing into a live picture anyone can act on. alert.live puts your eyes on the shared map, and puts the shared map in your hand.

**Narrative beats, in order:**

1. **The overwhelming supply meets the overwhelming demand.** There are more cameras pointed at the world than ever in history: phones, doorbells, dashcams, fixed camera networks. And there has never been more demand for realtime intel about YOUR relevant operating picture: your road, your ridge, your kids' school. Today those two facts don't touch. The site's job in beat one is to make the reader feel the absurdity of the gap.
2. **The severity ladder** (the tab's signature interactive or graphic; four rungs, one person, one worsening day):
   - **Watching.** A prescribed burn on the ridge. You're safe and curious. See what the cameras see; learn what smoke does when it's behaving.
   - **Observing.** There's a fire. You're okay, and you can help. Point your phone at what you see; your pixels snap to real coordinates and join the picture.
   - **Leaving.** You need to evacuate. The same picture now answers the only question that matters: which route, right now.
   - **Sheltering.** You can't leave. The picture shows refuge, temporary refuge areas, and where help can find you.
   The ladder is the citizen tab's whole argument in one object: the SAME app, the SAME picture, from curiosity to survival. Rungs 1–2 are the eros rungs (you want to look); rungs 3–4 are the trust dividend (the tool you already know when the night comes).
3. **You are not a sensor. You are a member.** The collective-intelligence reframe (§3 carryover) lands hardest here: ants have no queen, flocks have no lead bird, the picture emerges because every member senses locally and shares honestly. The citizen is not feeding a system; the citizen and the system are the same flock.
4. **Proof of hunger.** Millions of people already check community fire apps every fire season [F8: Watch Duty adoption figures — verify count and phrasing]. Copy names Watch Duty with respect, as proof the demand is real (see §5 firewall): people don't just want alerts, they want to SEE.

**Felt particulars (pathos):** one person, one day. The porch chair angled toward the ridge during the prescribed burn. The phone propped against a fence post, filming, "in case it helps." The single question at the kitchen table at 2 a.m.: Highway 14 or the canyon road? The pathos rule holds: no invented witnesses; if we want a named citizen story, foragers or Stephen supply a real one with the teller's yes.

**Load-bearing facts:** supply-side camera ubiquity (safe as common knowledge if kept unquantified); [F8] Watch Duty figures; [F9] satellite ~20-minute pass cadence (inherited from the ratified demo spec, keep as "about every 20 minutes"). No death tolls on this tab. The citizen tab persuades by invitation, not by fear.

**CTA (COPY):**

(Deliberately NOT "download the app" or "open the live map": no capability claim for a shipped citizen product until one exists. §5 firewall.)

**Featured video:** **Adams Fire 2020** (`lP7-UhZQ4IY`) — proof that watching a fire's progression live is real and already happened. It is the "Observing" rung on film. Caption (COPY): `Adams Fire 2020. A fire's progression, watched live.`

### Tab 2 — Incident Management (accent: ember; pairs with anyhazard.live)

**Tab label:** `Incident management`

**Hero line (COPY):**
> **The eyes existed. The link didn't.**

**Subhead (COPY):**
> On the worst days, someone could see the fire turn. Citizens saw it. Other aircraft saw it. Cameras saw it. The crew in front of it could not. alert.live is the link: every eye on scene, one georeferenced picture, live to the people whose lives depend on it.

**Narrative beats, in order:**

1. **The witness (ethos-dominant, dignity-locked).** Yarnell Hill, told as witness, never as spectacle. Draft body copy (COPY, all facts gated):
   > On June 30, 2013, nineteen members of the Granite Mountain Hotshots died at Yarnell Hill [F1]. Aircraft were overhead. Bravo 33 was overhead [F2]. Collectively, there were eyes on that fire: citizens, other crews, other aircraft [F2]. Operations did not know where the crew was [F2]. And the crew did not have eyes on the fire.
2. **The one message that mattered.** Stephen's operational core, kept in the operator's own grammar (COPY, gated):
   > What the crew needed fit in one radio message: your time buffer to the safety zone just went from the lunchtime wind forecast, to observed fire behavior, to five minutes, to negative [F3]. Stay in the black.
   "Stay in the black" is the tab's refrain. It is doctrine every wildland reader already owns; the site borrows standing from it rather than inventing any.
3. **The buffer as a live number.** The logos turn: safety on the fireline is a time calculation (distance to safety zone, rate of spread, wind event clock). Every input to that calculation is observable. alert.live makes the inputs shared and current, so the buffer is a number on the crew's screen instead of a guess in someone's head.
4. **The ops pairing.** alert.live works the citizen and crew capture side; **anyhazard.live** is the ops-facing sandtable UX for the incident (the operational sibling of [apps.simtable.com/AnyHazard](https://apps.simtable.com/AnyHazard)) [F10: confirm anyhazard.live naming/URL is announced and live before it ships in copy]. One picture, two rooms: the line and the table.
5. **Proof and lineage.** The Senate briefing (video below), Maria and Adams field history cross-referenced from the other tabs.

**Felt particulars (pathos, used sparingly; ethos leads here):** the weight of a radio that stayed silent; the lookout who could see one flank and not the other; the ops chief drawing the fire's last known position from a 40-minute-old report. Never the deployment site, never the last minutes. Witness ends where the crew's privacy begins.

**Load-bearing facts:** [F1] Yarnell Hill date and toll (19; June 30, 2013 — my draft values, must verify); [F2] the "collective eyes / unknown crew location / crew without eyes on the fire" chain. This is Stephen's ethos claim and it is checkable against the Serious Accident Investigation Report; a forager must confirm each link (what Bravo 33 could see, what operations knew of crew location, what the crew could see) before any of it deploys. [F3] the Steed buffer framing: this is an interpretive reconstruction, and it names a man who died. Verify the role attribution (Jesse Steed, captain), and see §6.5 on whether to name him at all in deployed copy. If unverified by ship date: soften to "the crew" and drop the name.

**CTA (COPY):**
> Put it on your next incident ▸

**Featured video:** **U.S. Senate Wildland Fire Tech Expo** (`zH93Nyg8h7Q`) — authority. The tab whose reader most needs to know this is real, vetted, and briefed upward. Caption (COPY): `Briefed at the U.S. Senate Wildland Fire Technology Expo.`

### Tab 3 — Emergency Management & PIO (accent: cyan)

**Tab label:** `Emergency management & PIO`

**Hero line (COPY):**
> **All eyes on the risk.**

(Carryover of the ratified line; it was written for this reader.)

**Subhead (COPY):**
> Imagery is the interface. Warnings flow out with pictures attached. Community and crew views flow in while they still matter. alert.live facilitates the coordination and never becomes the central collector. Your county's picture belongs to your county.

**Narrative beats, in order:**

1. **The Maria story (the hero proof).** The bi-directional PIO example from the 2019 Maria Fire: field imagery captured with alert.live lineage, flowing between crews, coordinators, and the public picture [F7: the specific Maria narrative — who captured, what flowed which direction, what decision it informed — must come from Stephen or foragers; the video exists, the STORY beats do not yet]. This beat is the tab's centerpiece and currently its biggest fact-gap.
2. **The failures we build against (ethos, dignity-locked).** Draft body copy (COPY, all facts gated):
   > In recent fires, people died who could have been reached [F5][F6]. Citizens could see the flames from their streets while dispatch could not see what the street saw [F5][F6]. Survivors of Lahaina described being told there was no need to leave [F5]. In the Camp Fire, 85 people died [F4]. The pattern repeats: the information existed at the edge and never reached the center in time, and the center's word reached the edge too late.
   FACT DISCIPLINE per Stephen: "the 85" is the Camp Fire toll and only the Camp Fire toll. Lahaina's toll is a different number [F5: verify final Lahaina count before using ANY figure; if unverified, the copy above already works with no Lahaina number at all]. Palisades claims [F6] likewise per-fire, precisely. The draft above deliberately uses only one number, the one Stephen anchored; even that one ships only if verified.
3. **The dual-flow doctrine (carryover, sharpened).** The ratified stance: imagery out AND community views in; no central repository; no one-way surveillance push; no filtered intel hours late. New sharpening for this revision, Stephen's verbatim spine: **facilitating the coordination, never collecting the intelligence.** The PIO becomes the steward of a two-way channel. Draft framing line (COPY):
   > This is a promotion for the PIO. Authoritative warnings go out with live imagery attached. Community eyes come in as verifiable, georectified views. The channel stays two-way, and the fire never outruns it.
4. **Layers you control (carryover).** Private → group → public; a crew channel, an interagency channel, a public alert. Unchanged from v0.1's card.
5. **The Lahaina/Palisades counterfactual, stated as design.** Not "we would have saved them" (see §5, forbidden). Stated as: the failure mode is architectural, and this architecture is its negation. Dispatch that can see what the street sees. Warnings that carry the picture, so a resident can weigh their own eyes against it.

**Felt particulars (pathos, subordinate to ethos+logos):** the dispatcher taking the fourth call about the same smoke column with no way to see it; the PIO holding a press statement that was true two hours ago; the resident on the sidewalk, phone in hand, filming the thing the official map says isn't there yet.

**Load-bearing facts:** [F4] Camp Fire 2018, 85 dead (Stephen-anchored; verify). [F5] Lahaina, August 2023: final toll, the sirens-not-sounded and "told not to evacuate" reporting, attribution-safe phrasing ("survivors described"). [F6] Palisades, January 2025: toll and the dispatch-visibility lag claims. [F7] Maria Fire 2019 story beats.

**CTA (COPY):**

## 3. What carries over unchanged from the 2026-07-22 baseline

Per [ballot drain 06](https://redfish.acequia.io/guerin/.agents/3ebb74a5-fd48-4b8c-8644-82d6a4b28492/2026-07-22/notes/06-ballot-drain-01-stephen.md), these are ratified and this revision does not touch them:

1. **The site-level hero hook:** "You're blind for the first three hours of a fire. Not anymore." It stays above the tabs as the universal opener; the tabs answer it from three chairs. (Note: the hook's "Not anymore." is a sentence fragment, not the banned "not X, but Y" construction; it predates the rule and is ratified. Flagged §6.6 anyway.)
2. **The narrative line:** removing the blind spots; the right resources at the right time at the right cost.
3. **"Imagery is the interface" + "All eyes on the risk"** as the vision act's language ("author the operating picture" stays dead).
4. **The collective-intelligence education section** (ants without a queen, flocks without a lead bird, from collecting intelligence to enabling collective intelligence) — kept as a shared, tab-independent section; the citizen tab leans on it hardest.
5. **PIO = dual flow, never central control.** No central repository, no one-way surveillance push, no watered-down filtered intel hours late.
6. **The interactive keepers:** the ON/OFF first-three-hours timeline with the shrinking uncertainty circle; the thread-network canvas (sight lines pixel→ground, threads pixel↔pixel); the 7-beat how-it-works strip; "inference shown as inference."
7. **Video cast:** Maria, Senate, Adams only (Partners and LNU stay dropped). This revision re-seats them per-tab (§2) but adds and removes none.
8. **The mechanism:** audience toggle morphs, never cuts; shared body, per-tab hero.

What this revision CHANGES against v0.1: two toggle states become three tabs; the citizen gets the first chair; the Yarnell witness enters (new); the Lahaina/Palisades/Camp ethos enters (new); Maria moves from the value-tab hero slot to the EM/PIO tab; existing deployed copy gets a house-rules scrub (v0.1 copy contains em dashes and one "a promotion, not a demotion" construction that the deployed rules now ban; replacements provided in §2).

## 4. Rhetoric mode map, per tab

Sequencing across the whole page honors the combine rule: ethos opens (the hook and the tabs' standing), logos structures (timeline, threads, buffer), pathos lands (per-tab particulars), eros lifts (the citizen invitation, which is why Citizens is the default tab). The page must not end on ethos; the final scroll position is the CTA pair plus the realtime.earth door, which is eros-shaped: come see.

## 5. Craft appendix: choices, risks, what NOT to say

**Choices made and their costs:**

- **Citizen tab as proposed default.** Cost: the paying buyer (agency) no longer lands on their own pitch. Bet: the buyer is MORE persuaded by watching us talk to their public well; the v0.1 buyer pitch is one tab-click away, intact. Stephen confirms or reverses (§6.2).
- **Yarnell in deployed copy at all.** Cost: highest-sensitivity ground in wildland fire; getting one detail wrong, or the tone one degree off, burns all standing with the exact reader the tab exists for. Mitigation: witness grammar only, every clause [F]-gated, the §6.5 name question, and a recommended read-through by someone from the wildland community before ship.
- **Videos re-seated** (Adams→citizen, Senate→IM, Maria→EM/PIO) instead of Maria-as-universal-hero. Cost: the strongest video no longer greets every visitor. Bet: placement where each serves its reader beats raw strength up front; the baseline's own labels (Maria=hero, Senate=authority, Adams=proof) map cleanly onto (whose story / who needs vetting / who needs to see it work).
- **"Join the community pilot"** instead of any app-download CTA: honesty about product state outranks conversion optics.
- **One death toll on the whole site** (the 85, if verified). More numbers would be more logos and worse witness.

**Risks:**

- The entire fact layer is unverified (§6.1). Shipping ANY of §2's gated copy before forage verification is the single largest risk in this document.
- The Maria story beat is structurally central to Tab 3 and currently empty of particulars [F7]. If it can't be filled, Tab 3 leads with the dual-flow doctrine instead and the video carries the proof alone.
- Three tabs strain the morph mechanism on mobile; the toggle pill needs a stacked or scrollable treatment below 840px.
- The severity ladder could read as promising life-safety features (evacuation routing, refuge location) that may not exist yet. Copy must present the ladder as what the shared picture enables, and the pilot CTA keeps the claim honest. If routing is not real, the "Leaving" rung says the picture shows which routes are affected, and does not say the app routes you.

**What NOT to say (the firewall):**

- **No sensationalizing the dead.** No last-moments narration, no deployment-site detail, no body counts as rhetoric. Numbers appear once, verified, in witness grammar, or they don't appear.
- **No counterfactual salvation claims.** Never "alert.live would have saved them" about Yarnell, Lahaina, Paradise, or the Palisades. The claim is architectural: the failure mode is known, and this design negates that failure mode. The reader draws the rest.
- **No capability claims research didn't support.** Nothing ships that implies a live consumer app, life-safety routing, guaranteed alert delivery, or operational adoption beyond what Maria/Adams/Senate actually evidence [F7].
- **Valuation/product-claims firewall:** no market-size numbers, no competitor comparisons on features, no pricing implications in narrative copy.
- **Watch Duty is respected, never disparaged.** It is proof of demand, cited with admiration, full stop. Any "unlike other apps" construction is banned.
- **No surveillance grammar.** Never "harvest," "collect," "crowdsource your cameras," "turn citizens into sensors." The doctrine is Stephen's verbatim: facilitating the coordination, never collecting the intelligence. People are members, never instruments.

## 6. Open flags for Stephen

1. **FACT GATE (blocking):** the commission's verified-research input arrived as an unsubstituted placeholder; I received zero forager output. All [F1]–[F10] values above are my draft best-knowledge, not verified facts. A forage + verify pass over: Yarnell (date, toll, Bravo 33's actual visibility, what ops knew of crew location, Steed's role), Camp Fire 85, Lahaina (final toll; the "told not to leave"/siren record with attribution-safe sourcing), Palisades (toll; dispatch-visibility claims), Maria Fire story beats, Watch Duty figures, and the anyhazard.live name, is REQUIRED before any §2 COPY block deploys.
2. **Default tab:** I propose Citizens as the landing default (the pivot made visible). Confirm, or keep an agency tab default with the citizen tab first in the row.
3. **Maria story particulars [F7]:** Tab 3's centerpiece needs the actual bi-directional beats (who saw, what flowed in, what went out, what changed). From you or from a forager against the Maria video and field records.
4. **anyhazard.live:** is the name/URL public and stable enough to ship in copy, and does the "no users, laserpointer sandtable UX" heritage of AnyHazard need any framing so the ops pairing doesn't read as vaporware?
5. **Naming Steed:** the buffer reconstruction is strongest with the name and riskiest with it (a real man, a real family, an interpretive claim). My recommendation: deploy with "the crew," keep the name in briefing materials only, unless you have standing in that community I don't know about. Your call.
6. **"Not anymore."** in the ratified hero hook: I read the house rule as banning the "not X, but Y" construction, and this fragment as outside the ban and ratified besides. Confirm, or I'll draft alternates.
7. **v0.1 copy scrub:** the live page contains em dashes and one "promotion, not a demotion" line that the deployed rules now ban; §2 provides compliant replacements. Confirm the scrub applies to ALL carryover copy, including inside the interactive captions.
8. **Video seating** (§2/§5): Adams→Citizens and Senate→Incident Management is my re-seating; the baseline only fixed Maria's meaning. Reverse freely; the doc's logic survives any permutation.

## 7. [F#] RESOLUTION — the forage pass landed (same day, 2026-07-23)

- **[F1] CONFIRMED** — Yarnell Hill, June 30, 2013; 19 Granite Mountain Hotshots died (SAIR pp. 30-31).
- **[F2] CONFIRMED, with precision** — ASM aircraft ("Bravo 33" call sign at deployment) overhead; ops believed the crew was in the black ("No one realized that the crew left the black," SAIR p. 33); the crew lost sight of the fire on the final descent, and their lookout had been pulled. The "citizens watching" link stays UNVERIFIED; deployed copy uses crews + aircraft only.
- **[F3] CONFIRMED, adjusted** — the outflow wind was in the morning spot forecast and explicitly broadcast at 2:02 and 3:26 p.m., acknowledged on the radio; "known wind event at lunch time" ships as "forecast that morning, broadcast that afternoon." Jesse Steed was captain and ran the crew that day (Marsh was DIVS A). Flag 5 (naming him) stays Stephen's; deployed copy uses "the crew."
- **[F4] CONFIRMED** — Camp Fire, 2018: **85** died. "The 85" is Paradise, never Lahaina.
- **[F5] CORRECTED** — Lahaina final toll **102**. The dispatch story is real but narrower: overwhelmed 911 dispatchers with no situational awareness gave some callers stay-put/shelter guidance while the fire overran the town (AP 911-audio review); sirens never sounded; all 21 West Maui cell sites failed. Ship in "survivors described / the record shows" grammar.
- **[F6] CORRECTED** — January 2025: Palisades **12**, Eaton **19**, total **31** (LA County ME, 31st victim confirmed 2025-07-22). West Altadena evacuation orders came ~9 hours after Eaton ignition; nearly all Eaton deaths were in that zone; documented cases of disabled residents who called 911 and died waiting.
- **[F7] PARTIALLY RESOLVED** — Maria Fire 2019: basics confirmed (9,999 acres; ~10,800 evacuated at peak). No PUBLIC record of the bi-directional PIO beats; the video remains the proof and copy narrates no beats beyond it. Stephen owns the particulars (flag 3 stands).
- **[F8] CONFIRMED** — Watch Duty: 501(c)(3); #1 free iOS app Jan 2025 (displacing ChatGPT, TechCrunch 01-09); ~2M downloads that week; 20M+ users by mid-2026; Pro memberships 3,500 → 24,099 in a year. Full record in strategy note 09.
- **[F9] CORRECTED** — GOES scans CONUS every **5 minutes**; effective detection latency is tens of minutes (coarse pixels + processing). The ratified "satellite every 20 minutes" timeline beat survives only as *effective-latency* framing on a representative timeline, never as scan cadence.
- **[F10] RESOLVED for now** — anyhazard.live: DNS live, serving a placeholder as of today (its bead: [anyhazard-live `019f9159`](https://redfish.acequia.io/guerin/.agents/019f9159-a89b-73a6-90f3-bb3db9c3891b/)); copy ships "standing up now," no capability claims.

**Gate state: OPEN for the copy as built** (v0.2.0 used only the confirmed/corrected forms above; the adversarial fact verifier + fix pass corrected the three source-attribution slips). Flags 2, 3, 5, 8 remain Stephen's to bind.
