# Chelan Hills Fire Entrapment and Escape — RLS Digest

## Incident context

- **Event type (RLS):** Initial Attack Entrapment and Escape
- **Fire:** Chelan Hills Fire, located outside of Chelan, Washington
- **Entrapment date:** July 4, 2026 (midafternoon)
- **Fire reported:** approximately 0029 hours that same day; responders on scene within 30 minutes
- **Overnight response:** suppression actions taken all night; multiple resources ordered, including a state mobilization of engines from municipal fire departments, with four task forces ordered at 0430 hours
- **Command:** a local Type 3 Incident Management Team was ordered before 0700 and assumed command at approximately 1800 hours
- **Fire size:** approximately 1,000 acres by 1000 hours; "During this event, the Chelan Hills Fire tripled in size."
- **Weather:** Red Flag Warning in effect 1300–2100 for high temperatures, low relative humidity, and strong southwest winds. At the time of the entrapment: temperature in the mid-80s, relative humidity in the low teens, wind nearly 20 mph with a gust tracked at 30 mph. At 1422, Goat Peak Lookout reported a wind shift from the east to the north.
- **Outcome summary (RLS Background):** one Crew Carrier and one Type 6 Engine burned — total loss of both vehicles; a Brush Truck received fire damage to paint, decals, and a destroyed window; an agency pickup was damaged striking a stopped civilian vehicle in zero visibility; several cases of smoke inhalation and burn injuries to fire personnel.

## What happened on July 4 (as the RLS tells it)

### Crew 1

Crew 1 arrived at 1400 with two 5-person Crew Carriers, one 10-person Crew Carrier, and two pickups (Crew Boss and Crew Boss Assistant). After briefing at Beebe Staging Area (bottom of McNeil Canyon Road at Highway 97) they were assigned to Division A and, at 1450, met DIVS A at the bottom of Mountain Spring Road. Assigned to structure prep on the south side of McNeil Canyon Road east of Mountain Spring Road, they stopped at Sunflower Lane at 1524 to examine maps, then moved up Sunflower Lane to the first house to unload; at 1534 the Lookout started uphill for a vantage point.

At that moment the Crew Boss and others heard scattered radio traffic that an engine was "entrapped" and that the fire had crossed McNeil Canyon Road down canyon of them — burning in their direction. The Crew Boss's radio attempts to reach the crew failed due to the volume of traffic, including "bleed over" onto their intra-crew channel. At 1537, a Squad Leader who had heard the original traffic ordered the crew to load up and head for Highway 97. Someone overheard DIVS A direct everyone to the Safety Zone; the crew rearranged its convoy so vehicles with high-visibility flashers bracketed those without, and drove the half mile downhill.

Within minutes they were driving through the flaming front — full-flame impingement from both sides of the road for more than 200 feet, with zero visibility — using the rumble strips in the middle of the road to drive "by feel" toward the Safety Zone. At 1544, exiting into already-burned ground at 5 mph, the Crew Boss's lead pickup struck a stopped civilian vehicle he could not see in the smoke; the civilian vehicle then moved on. At the Safety Zone entrance a Water Tender was blocking access, spraying water on a spot fire and then onto their vehicles.

One minute later, smoke and then flames came from the engine compartment of the second 5-person Crew Carrier (4th of 5 in the convoy) and its engine died. Occupants evacuated immediately. Extinguisher attempts failed: the metal was too hot to fully open the hood and two extinguishers were defective; after two more were used it was evident the fire could not be put out. The occupants rode a pickup into the Safety Zone once the Water Tender moved. Several crew members walked back to retrieve what gear they could safely remove before the vehicle was fully engulfed. Accountability was reported to DIVS A, who watched the episode take place. The crew remained in the Safety Zone just over an hour while the fire passed around them, egressed at 1705 to Beebe Staging and then ICP, and met with Critical Incident Stress Management (CISM) personnel at 1900 that evening.

### Task Force 1 — Engine 1 and Engine 2

Task Force 1 (4 Engines, 1 Water Tender, a Strike Team Leader) arrived at 1430 and engaged in structure protection on Mountain Spring Road at 1510. At approximately 1530, DIVS A informed the Task Force and other resources that the fire had jumped McNeil Canyon Road and to immediately disengage and egress to the Safety Zone (a quarter mile up McNeil Canyon Road from the Mountain Spring Road intersection). They withdrew in order down Mountain Spring Road, Engine 1 following Engine 2, and lost visibility in a series of corners with fire all around.

**Engine 1** (driver and two passengers) nearly went off the road; a tire striking something on the road edge gave the driver a chance to correct. At 1536 the driver's-side window exploded from the heat of the flaming front; smoke filled the cab under direct flame impingement. They continued slowly downhill and parked their damaged engine in the Safety Zone at 1600. The driver was treated and released for smoke inhalation and burn injuries to the left side of the face, neck, and left ear; the passengers were uninjured.

**Engine 2** (Engine Boss and one crew member), at 1537, mistook a pullout for the road in the same lack of visibility, left the roadway, and traveled roughly 250–300 feet down the slope before becoming disabled just short of rejoining Mountain Spring Road. Two minutes later, threatened by fire, the crew evacuated and took refuge behind a nearby building. A member of the public driving down the hill attempted to stop and give them a ride but was forced by intense heat to continue. At approximately 1610, as the two were evaluating the need to deploy their fire shelters (shelters out and in hand), the Task Force Leader arrived, got them into his vehicle, and evacuated them 0.26 miles to the Safety Zone. The driver was treated for smoke inhalation and burns to the left side of the face, neck, and left ear; the passenger had burn injuries to the face and was treated for smoke inhalation. Both were kept at the hospital for a 24-hour evaluation and then released.

### Fire carried through the Safety Zone

The RLS notes that although the Safety Zone was a safe and secure location, its short, mowed grass still carried fire through portions of it; multiple units used pump-and-roll tactics to protect apparatus and personnel. Flame lengths were 15–24 inches; approximately 75 percent of the Safety Zone area received some fire activity. Several apparatuses lost airlines or received other minor damage from flames burning underneath. No other injuries or serious damage was reported.

### Civilian fatality

The RLS records that after this initial attack entrapment event, a member of the public was found deceased in his car near where Engine 2 left the roadway — on a corner approximately 100 feet away, not visible to the Engine 2 crew in the smoke and chaos.

## Lessons (the RLS's own, condensed under its own headings)

**Communication Breakdown**
1. A common operating picture is very difficult to ensure in a dynamic, fast-paced fire environment; communication responsibility is Sender AND Receiver.
2. Be aware of the time wedge and ensure assignments and LCES account for fuels, weather, and topography.
3. The volume of radio traffic during this event overwhelmed all channels.
4. Many resources were still maneuvering to engage after the fire jumped McNeil Canyon Road. Ensure adequate margin within LCES.

**Lookout Location**
1. One Lookout could only see the fire after it crossed McNeil Canyon Road; in hindsight, a Lookout placed farther out might have given advanced warning.
2. Each unit provided its own Lookout; coordination of intel between units did not occur due to the time wedge and communication breakdown.

**Working Around Private Homes**
1. Structure prep and point protection around homes increases a sense of urgency that often pushes firefighters to reprioritize mission over risk.
2. Do not assume all landowners have left; on this incident, civilian traffic increased road congestion.

**Mission Creep**
1. The Water Tender operator blocked Safety Zone access to put out spot fires, most likely unaware of the "big picture" — the order to evacuate to the Safety Zone.
2. A bias for action due to the threat to homes was reported by several responders — several felt that pressure for the "first time" in their fire experience.

**Equipment**
1. Two fire extinguishers malfunctioned.
2. Pre-filter screens on vehicle air intakes may be warranted, much like emission screens required on chainsaws and logging equipment.
3. Responders reported embers inside vehicle cabs due to permanently open vents and damaged door seals.

**Time Wedge**
1. Many crew members believed several Fire Orders and Watchout Situations were unmitigated — but didn't speak up. The timeline was so short there was no time to discuss between realization and evacuation from the line.
